Keto shepherd’s pie keeps the part of the British classic that makes it comforting, a rich, herby meat filling under a blanket of something creamy and golden, and swaps the potato topping for a cheddar cauliflower mash that browns beautifully in the oven.
Every square has 7 g net carbs and 34 g of protein for about 614 calories. A regular potato-topped version can carry several times those carbs in a single scoop.

- 7 g net carbs and 34 g protein per serving, about 614 calories.
- Steam the cauliflower until very soft, then drain it well. Dry cauliflower makes a fluffy mash.
- Lamb makes it shepherd’s pie. Use beef and it’s technically cottage pie, and still delicious.
- Simmer the filling until thick so the topping sits on top instead of sinking.
- Assemble ahead and bake later, or freeze the whole dish for a future dinner.
Why This Works on Keto
A lot of keto meals feel like a compromise because they remove the one thing that made the original dish satisfying. Shepherd’s pie survives the swap well, because the real flavor was always in the meat and gravy, not the potatoes.

Ground lamb brings protein and a savory richness that stands up to herbs. Folding cheddar and cream cheese into the cauliflower adds fat and body, so the topping tastes indulgent rather than like a vegetable substitute.
Casseroles also make portion control easier than you’d think. Cut the dish into even squares when it comes out of the oven, and you know exactly what one serving is for the rest of the week.
A Few Notes on the Ingredients
Ground lamb has a slightly gamey, rich flavor that pairs well with thyme and rosemary. If your store doesn’t carry it, 85/15 ground beef is a good substitute.
Cauliflower florets should be cooked until a knife slides through with no resistance. Undercooked cauliflower makes a grainy mash. Frozen florets work fine; drain and pat them dry after steaming.
Mushrooms stand in for the carrots and peas that usually fill out the base. They add meaty texture and depth for very few carbs.
Tomato paste gives the gravy its color and savory backbone. One tablespoon is plenty; brown it for a minute in the pan to deepen the flavor.

Ingredients
Equipment
Method
- Heat the oven to 400°F. Steam or boil the cauliflower florets until very tender, 10 to 12 minutes. Drain well and let them steam dry in the colander for 5 minutes.
- Blend the cauliflower with the cream cheese, butter, half of the cheddar, and half of the salt in a food processor until smooth. Set aside.
- Dice the onion, chop the mushrooms, and mince the garlic.
- In a large oven-safe skillet over medium-high heat, brown the ground lamb, breaking it up, 8 to 10 minutes. Spoon off all but about 1 tablespoon of the fat.
- Add the onion and mushrooms and cook until softened, about 5 minutes. Stir in the garlic and tomato paste and cook 1 minute.
- Add the beef broth, thyme, rosemary, the remaining salt, and the pepper. Simmer 5 to 8 minutes, until the liquid has thickened into a gravy.
- Spread the cauliflower mash over the filling, rough it up with a fork, and sprinkle with the remaining cheddar. Bake 20 minutes, until bubbling and golden. Rest 10 minutes before serving.

- Cottage pie: Use 2 lb of ground beef instead of lamb for the version most Americans grew up with.
- Dairy free: Mash the cauliflower with olive oil and a splash of unsweetened almond milk, and skip the cheese on top.
- More vegetables: Add a cup of chopped green beans to the filling with the mushrooms.
- Individual portions: Bake in six ramekins for 15 to 18 minutes. Great for freezing single servings.
- Richer gravy: Stir a teaspoon of dijon mustard into the filling at the end.
Storage, Leftovers, and Serving
Cool the pie, cover it well, and refrigerate for up to 4 days. Individual squares keep their shape better if the dish has chilled completely before you cut it.
To freeze, wrap the cooled dish or individual portions tightly and freeze up to 3 months. Thaw overnight in the fridge, then reheat covered at 350°F for 20 to 25 minutes, uncovering for the last 5 to crisp the top.
Serve with a crisp green salad or steamed green beans. For more cozy, make-ahead meals, browse my keto dinner recipes.
Frequently Asked Questions
What’s the Difference Between Shepherd’s Pie and Cottage Pie?
Shepherd’s pie is made with lamb, since shepherds tend sheep, while cottage pie uses beef. The method and topping are the same, so you can use whichever meat you prefer and the carb count barely changes.
How Many Carbs Are in Keto Shepherd’s Pie?
One serving has about 7 g net carbs, 34 g protein, and 49 g fat. Swapping potatoes for cauliflower is what brings the carbs down so dramatically.
Why Is My Cauliflower Mash Watery?
Cauliflower holds a lot of water. Drain it thoroughly after steaming, then let it sit in the colander for a few minutes to steam dry. Pressing it gently in a towel before blending helps too.
Your This-Week Plan
Here’s the experiment: assemble this shepherd’s pie on the weekend, bake it, and cut it into six squares. Eat one for dinner on the nights you’d normally reach for something starchy and comforting. See if the craving for potatoes or bread is still there by the end of the week.
